Hongkong, 2nd. June, 1903.

I have the honour to ask for your authority,

in accordance with Financial Instruction No. 136, to write

off a sim of $270.90 which has been lost under the circumstances

described in the accompanying letter from the Director of

Public Works.

Immediately on the receipt of this letter

I caused instructions to be issued to the Police to trace the

movements of Tai Shiu Lung, and if possible arrest him. The

arrest has not yet been effected.

3.

Mr. King, who was responsible, under the

Director of Public Works, for the checking of the licences,

has been called upon for an explanation of his conduct in the

matter, and I append a copy of his reply.

4.

In the circumstances, I am of opinion that

the amount may fairly be written off, though I have caused

Mr. King to be severely reprimanded for his carelessness.
